According to this man, he runs a little factory which employs quite a few people. The Road leading to the said factory was bad so he decided to fix it. Turns out the local government had a problem with his unwarranted generosity and fined him N200k for fixing the road. When the government refuses to do something and you take it upon yourself to do, it is an offense now?
