Rally holds in Kaduna amid tight security May 1st 2013, 23:28 There was heavy security presence at the Kaduna Township Stadium on Wednesday as security operatives thoroughly frisked workers who converged on the stadium for the May Day celebration. Security operatives, who carried out the search operations, comprised officers of the Nigerian Army, police, Civil Defence Corps and the State Security Services.  Elsewhere in the state, security was also tight as armed security agents, mainly members of the Operation Yaki Squad, manned the major cities and trouble spots in the state. However, the state Nigeria Labour Congress Chairman Adamu Ango, who spoke at a rally in the stadium, urged the state government to stop the casualisation of workers in the state. According to him, many people have been working in the state for over 18 years now as casual workers.  Appealing to the state government to regularise the appointment of the casual workers, particularly those with the state Forest Management Project and state Environmental Protection Agency, Adamu said the paltry N5, 000 paid each of them every month was unrealistic. He also urged the state government to settle the arrears of the N18, 000 minimum wages for local government workers without further delay. He said, "There is the need to find a lasting solution to the challenges associated with the payment of salaries and allowances to local government employees. Even though there is a degree of stability in that direction, the precarious nature of the issue is still a source of concern to labour. "I wish to remind the governor that workers at the local government level have yet to get their N18, 000 minimum wage arrears." Meanwhile, the state deputy governor, Ambassador Nuhu Bajoga, who represented Governor Ramallan Yero, said the state placed priority on the welfare of workers.

NLC tackles Jang, boos Anambra SSG May 1st 2013, 23:29 Nigeria Labour Congress in Plateau State on Wednesday accused the state government of not living up to its responsibilities in payment of workers' salaries and allowances. The state NLC Chairman, Mr. Jibril Banchir, stated this at the May Day celebrations at the Rwang-Pam Township Stadium in Jos, saying the development was the cause of the litigation between the workers and the state government. He said, "Our reward from the Plateau State Government as workers is to be taking us to court, each time we complain of non-fulfillment of government obligation to us. We are been either denied our entitlements, or paid half salaries after a long period." Banchir, who also said the state was lagging behind in other human endeavours, regretted that its leaders were only paying lip service to the welfare of citizens and development of the state. He noted, for instance, that in education the state had suffered the worst deprivation, stressing that the state was three years behind in the academic calendar. He said, "While our counterparts in other states had graduated three sets of students in the last three years, Plateau State is still battling to amend the last academic calendar and this, for us, is unfortunate." Governor Jonah Jang, who was represented by the Head of Service, Mr. Ezekiel Dalyop, pledged the state government commitment to paying workers their due. In Awka, Anambra State, the celebration took a dramatic turn as workers heckled and booed the Secretary to the State Government, Mr. Oseloka Obaze, as he addressed them. Obaze, who represented Governor Peter Obi, stopped his speech and threatened to walk out on the workers if they continued to boo him.  However, the state government promised to continue to meet the needs of the workers as well as the plight of those disengaged from the services of Abia State Government. Meanwhile, labour leaders in Bayelsa State disagreed with the decision of the state government to dismiss, demote and suspend some teachers, declaring the action as arbitrary and undemocratic. The leaders, under the aegis of the state chapter of the NLC, asked the state's Universal Basic Education Board to reverse immediately the decision. The State Chairman of NLC, Mrs. Ebiowou Koku-Obiyai, who spoke in Yenagoa during the May Day celebration, said the action of SUBEB was capable of impeding the educational system.

Suspected drug trafficker escapes death at airport May 1st 2013, 23:16 A suspected drug trafficker, Emmanuel Onedigbo, almost lost his life recently at the Murtala Mohammed International Airport Ikeja, when he was unable to expel a warp of cocaine which got stuck in his anus. A native of Anambra State, 28-year-old Onedigbo, arrested on his way to Pakistan onboard a Qatar flight, had allegedly inserted four wraps of cocaine in his anus. He was said to have tested positive for narcotic ingestion alongside another suspect, Obinna Akwaeze, who allegedly ingested 67 wraps of cocaine. Both suspects were apprehended by officials of the National Drug Law Enforcement Agency. NDLEA Airport Commander, Mr. Hamza Umar told The PUNCH that officials feared for Onedigbo's life when he was unable to expel a wrap of cocaine. "While Akwaeze successfully expelled all 67 wraps of cocaine he ingested without assistance, Onedigbo was unable to expel one of the wraps until medical doctors came to his rescue. We were disturbed because his life was in danger," Hamza said. A total of 1.295kg of cocaine was found with both suspects. Onedigbo is also said to have recently been deported from Thailand after serving a three-year jail term over drug related offences. "It is true that I was deported in February 2013 after serving three years jail term in Thailand. I went back into drug smuggling because there was nothing for me to sustain myself," he confessed. Chairman/Chief Executive of the NDLEA, Ahmadu Giade, described Onedigbo as an unrepentant drug trafficker. "It is very sad that a drug convict got involved in drug trafficking few months after his release and deportation. This shows that he is not remorseful," the NDLEA boss said.

Teachers oppose local government autonomy May 1st 2013, 23:37 National Union of Teachers has opposed calls for local government autonomy. NUT National President, Michael Alogba, who spoke in Abuja at a reception for officials of Zambia National Union of Teachers, also blamed the government for the declining education standard. He said, "The entire teachers of this country are saying no to local government autonomy. Not that we have any fear or any grudge against the policy but because of the fact that local governments had been given such responsibility in the past, they failed woefully. That is the fear Nigerian teachers are entertaining. "We are aware that the House of Representatives is handling the matter; we pray they represent the entire Nigerians very well. We would not want a situation whereby the recorded gains in the sector will be thwarted by this uncalled for autonomy." Alogba regretted that various governments and administrations in the country had not taken education very seriously. He said, "It had been a sort of policy summersault. For me, education should be seen as a vehicle of survival." While urging the different tiers of government to allocate more resources to education in line with the 26 per cent budget declaration mandate of UNESCO, Alogba said "there cannot be meaningful development when education is not properly addressed". Speaking on the theme of the Workers Day, '100 years of nationhood: challenges of development', he lamented the increasing rise in unemployment in the country. He added, "We have degree holders that are not employable. Our education should be seriously tailored to the needs and yearnings of the society. Nigeria is suffering from discriminatory education—education for the rich and education for the poor. This is something that must be addressed. The children of the poor should have equal access to quality education." The union leader said there was no going back on the proposed strike in states that had not yet implemented the 27.5 per cent Teachers Enhance Allowance and the N18, 000 minimum wages for teachers. Appealing to traditional rulers and religious leaders to intervene in the dispute, Alogba said it was not the wish of teachers to go on strike. He said, "Let our government begin to act very honourably in respect of agreements. You don't change the rule at the point of implementation. It is an agreement made by the various tiers of government in this country. "The minimum wage issue is over three years. Some states have paid all categories of workers, leaving out teachers. It is happening in Benue, Kogi and Plateau states, to mention but a few. "Look at our issue; we have given out notice since but only two governors called me. One would expect a government that cares to engage all agencies concerned so that life will continue."

Oshiomhole begged to join PDP —Metuh May 1st 2013, 23:13 The Peoples Democratic Party on Wednesday alleged that Edo State Governor, Adams Oshiomhole, had begged to join the party. The spokesperson for the PDP, Olisa Metuh, in a statement made available to journalists, said the governor, on several occasions, begged the leadership of the party to let him defect to the PDP. Metuh said the governor was, however, consistently turned down by his party. He urged Oshiomhole "to be bold enough to tell Nigerians how many times he begged to join the PDP but was turned down." He added, "The same PDP which Adams went on all fours, begging to join on several occasions has suddenly become the 'party of rogues' because of his desperation to justify the massive rigging and democratic aberration that was local government elections in Edo State. "In 2007, Adams (Oshiomhole) begged to be given an opportunity under the Umbrella but we considered his governorship aspiration an assault on the existing zoning formula in the state and quietly turned him down. Again in 2012, Adams once more came cap in hand and our great party again rejected him. "Is Adams just realising how bad our party is and was all the while begging for membership?" Metuh, in the statement, alleged further that  rather it was Oshiomhole's Action Congress of Nigeria that had emerged "the real brood of rogues", going by its actions in the conduct of local government elections in Lagos, Ogun and Edo states. He added, "First, Oshiomhole is governor primarily because of the unflinching commitment of the PDP to the rule of law and credible elections. No amount of falsehood by the ACN can obliterate this. Governor Oshiomhole therefore carries a huge moral burden when as the biggest beneficiary of these democratic values guaranteed by the PDP-led Federal Government, he went ahead without scruples to deny his people the opportunity to elect the leaders of their choice. "It is very needful to remind him that corruption is home to the states under the ACN." "Without guessing the disquieting cases of corruption in Edo State, we wish to ask Governor Oshiomhole to explain how less than a seven-kilometre Benin Airport road fraudulently awarded at N6bn is yet to be completed after four years and how N600m was used to change the roof and repaint the walls of Idia College in Benin." But Oshiomhole has described the allegations as a lie. When contacted, the spokesperson for Mr. Oshiomhole, Peter Okhiria, denied that the governor ever tried to join the PDP. He said, "It is just a big concocted lie. Even if Governor Oshiomhole had contested as an independent candidate, and not on the platform of any party, he would have won; so he didn't need to join the PDP." On the seven-kilometer Benin Airport Road project, Okhiria said the contract got stalled, which forced the governor to revoke the contract. He added that it had since been reawarded to another contractor, who was already working fast to complete the project. He said, "The project is beyond what people see as it has a lot of underground components which took a lot of time to undertake". He also said, "The PDP was also wrong with regards to the collapsed building at the Benin Central Hospital. "It is not the whole building that collapsed but a small part which has not affected the project at all, but has already been taken care of," he said. He however, said he could not confirm if the hospital project was awarded at N2bn as alleged."

Process of selecting Nigerian leaders flawed —NESG chair May 1st 2013, 23:14 Nigerians have been urged to develop a means of assessing the quality of aspiring leaders in a bid to rescue the nation from the brink of collapse. Chairman, Nigerian Economic Summit Group, Folusho Philips, made the call on Wednesday in a paper titled, 'The imperatives of an economic paradigm for Nigeria's transformation,' at the Silver Knights 2013 Annual May Day Lecture. Philips said, "Nigeria is faced primarily with economic challenges, which the political leadership struggles to resolve. Our leadership quality is most acute in the political and economic arena. The method of choosing our political leadership at all levels is flawed. "We have allowed leaders to emerge by default. Reluctant leaders have been put in power to manage the affairs of the most populous black nation in the world." He said the need for proper evaluation of prospective leaders had become necessary considering the importance of politics and governance to national development. "The responsibilities of political/economic leadership call for a much more thorough process. Politicians determine the state of our political, economic and social eco-system within which we try to manage our economic system. We must device achievement mechanism," the NESG boss said. He added that when politicians indicated interest for public positions, they must show evidence of their experience and skills. According to him, this will enable them to perform effectively when elected. In setting standards, he said the people should consider the aspirants' level of education, pedigree, integrity and honesty. "Of necessity are the level of education, strong and confident communication skills, experience in managing high level people, action orientation, team spirit, and capacity for hard work," he added. Former Head of Service of the Federation, Prof. Oladapo Afolabi, stressed the need to address the cause of economic and political problems rather than seeking palliative measures. "You have treated malaria; you have not treated the cause of malaria. We have not succeeded in treating the real issue," the ex-HOS said.

Osun backs prison term for Aregbesola's phone thief May 1st 2013, 23:15 Osun State Attorney General and Commissioner for Justice, Mr. Wale Afolabi, has justified the 10-year imprisonment of an accused, Kelvin Ighodalo, who stole the phone of Governor Rauf Aregbesola on November 27, 2010. Afolabi, in a statement made available to our correspondent on Wednesday, accused the media of sensationalising the verdict of an Osogbo High Court on the phone theft. Justice Oyejide Falola had on Monday found Ighodalo guilty of a six-count charge and sentenced him to a total of 45 years jail term. The concurrency of the sentencing implies that Ighodalo would serve only 10 years in prison. Afolabi said many newspapers had reported that the court sentenced Ighodalo to 45 years imprisonment even as the concurrency of the term was not reflected in some of the stories. He insisted that the stories should reflect the 10-year jail term pronounced by the judge. Afolabi said, "To say that Ighodalo was sentenced to 45 years prison term for stealing Aregbesola's phone is not only misleading but unduly sensationalising, unfair to the court and the criminal justice system. "The learned judge while sentencing Ighodalo exercised his discretion within the limited space allowed by law to sentence him to 10 years term on each of the first three counts instead of 20 years and five years each on the last three counts instead of seven or 14 years. "This, the court must do with the accused having pleaded guilty and having accepted the facts presented by the prosecution. He is, however, to spend 10 years as the court has pronounced that the prison terms are to run concurrently."

Corruption: Jonathan, labour leaders trade blame May 1st 2013, 23:27 President Goodluck Jonathan on Wednesday disagreed with the Organised Labour over the increasing cases of corruption in the country. While the President, Nigeria Labour Congress, Mr. Abdulwaheed Omar, and the President-General of the Trade Union Congress, Mr. Peter Esele, bemoaned the prevalence of corruption and called on the Federal Government to give its anti-graft war more bite, Jonathan blamed some labour members for sleaze in the polity. Jonathan, Omar and Esele spoke at a rally to mark the 2013 Workers' Day in Abuja. Jonathan attended the event entitled '100 years of nationhood: the challenges of national development' in company with the Labour and Productivity Minister, Chief Emeka Wogu; and the  Minister of State, Federal Capital Territory, Chief Jumoke Akinjide, among other government functionaries. The President said the government would appreciate the cooperation of the labour unions in ending the scourge. He said, "Labour has been in the forefront of the demand for good governance and increased action against corruption, and these issues are being vigorously tackled on various fronts. "Prosecutions are being pursued in matters arising from fuel subsidy fraud, embezzlement of pension funds and other serious long standing malpractices have been demystified by this administration. I assure you of accelerated and expanded action against all forms of corruption. "Given that some of these perpetrators are senior and junior members of labour unions, greater attention to peer review action on the part of labour, will be much appreciated." Jonathan noted that since the advent of his administration, his actions and policies focused on the country's sustainable progress where everyone could better achieve his or her dream. He said his administration's transformation agenda was about taking and implementing measures today in order to give Nigerians a brighter tomorrow. Admitting that trade disputes were inevitable in all societies, the President said with commitment and patriotism, such issues were being quickly resolved in the country in the interest of national development. Jonathan promised that the Federal Government would continue to associate with labour unions and play its role whenever called upon to do so. He described Nigerian workers as not only important part of the nation's history but pivot of the past, present and future. Omar argued that "monumental corruption" was responsible for the problems of unemployment, insecurity and general underdevelopment in the country. He described the state pardon Jonathan granted to former Bayelsa State Governor Diepreye Alamieyeseigha, convicted for corruption, as unfortunate and a major dent on the government's anti-corruption war. The NLC boss also frowned on the abandonment of several corruption allegations against some highly  placed government officials in courts due to lack of diligent prosecution. He expressed fears that the more recent cases of oil subsidy fraud would also follow in the same path. He said, "Corruption remains the most serious factor undermining the realisation of our economic potential. "Government must not only make commitments to fighting it, government must demonstrate this commitment by its actions, by its style and by its body language. "In this regard, we find the pardon granted to a former governor who was convicted of corruptly enriching himself as unfortunate and a major dent on the government's commitment to fighting corruption. "To reclaim lost ground, government needs to reassure Nigerians that it is still committed to fighting corruption by conclusively dealing with all pending cases of corruption." Esele said the country was losing the battle against corruption. He said the scourge had become so endemic that it had constituted what he called the single most important factor in the nation's failure to develop appreciably. Noting that corruption had destroyed various aspects of the country's life, the TUC boss said the scourge was now threatening, "to kill our government". He said Nigerians must consciously uproot corruption in order to have the new, beautiful country of their dream.

Oshiomhole reinstates sacked teachers May 1st 2013, 23:27 Governor Adams Oshiomhole of Edo State on Wednesday reinstated 41 teachers into the service of the state. The teachers were sacked seven months ago on accusation bordering on absence from duty. The governor, who stated this, also announced the recall of the sacked education secretaries in local education authorities. The recall of the secretaries, he said, took place a week ago.  He said, "In the spirit of our 101 years of Organised Labour, in the spirit of our movement, in the spirit of our labour ancestors and in the spirit of today, I will order the commissioner to recall all the teachers and they will resume by next week. "I should be worried about the children of Edo people just as I should be worried about my children. We are going to rebuild more schools, recruit more teachers so that for every subject in our schools, we must have qualified teachers." The governor, who also spoke on the appointment of a non-career civil servant as the permanent secretary in the state service, said he had no regret for the action. Oshiomhole in 2012 appointed Maj. Lawrence Loye (retd.), as the Permanent Secretary, Ministry of Environment and Public Utilities. The governor said, "I am not a cheap politician; I want to be a leader, who will be conscious of tomorrow. Let me tell you, this was deliberate. You may not understand, for us to get what you see in the street, sometimes, I put in 20 hours out of 24. "I go round to check what is going on. Some of our civil servants inflate contracts. If I am an absentee governor, I will sign away your taxes. You may not understand what drives me, I came here angry that Edo cannot be what it has become, but for us to change it, it cannot be business as usual. "I will never use my skills to manipulate labour. I can make honest mistakes, but I will never use my skill to manipulate labour. I will not take a deliberate action that will weaken the foundation of organised labour because without labour, I will not be here. Remove labour from me and nothing will be left, but that does not mean I will just sit down and shout freedom, because I have a responsibility to keep Edo working."

Bayelsa CP retires, remains in office May 1st 2013, 23:31 There is a brewing crisis in the Bayelsa State Police Command over the retirement of the state Commissioner of Police, Mr. Kingsley Omire. Our correspondent gathered on Wednesday that though Omire retired on April 21, the state police boss had refused to vacate his office. Omire was retired by the Force Headquarters after he was confirmed to be 60 years old. Our correspondent gathered that Omire's refusal to leave office was creating disaffection between him and other senior police officers in the command. Investigations revealed that if a commissioner of police in a command retires, the deputy commissioner of police assumes commanding roles, pending the deployment of another commissioner by the Inspector-General of Police. But instead of vacating his office, Omire was said to be reporting at the command daily in mufti. The Police Public Relations Officer of the command, Mr. Alex Akhigbe, confirmed to our correspondent that Omire had retired. He, however, said the former commissioner had remained in office to sort out some administrative issues. He insisted that there was no crisis in the command over the presence of Omire, adding that the development had not created any vacuum in the command. He said, "The commissioner has retired. There are some administrative issues he is sorting out pending the arrival of the new commissioner. He is not coming to the office in uniforms because he is retired. There is no vacuum because there is a chain of command, and if there is a job to be done, people are there to do it."

CAC to fight terrorism, crime with fresh requirement May 1st 2013, 23:32 The Corporate Affairs Commission has said it is putting a new regulation in place to ensure that unfit and improper people do not register firms or use such for fraudulent and terrorism purposes. According to the commission, a new regulation will soon be put in place that will require prospective owners of new firms to affix two passport photographs of, at least, two directors to forms to be filled with CAC. The Chairman of the Board of Directors of CAC, Otunba Funso Lawal, disclosed the new strategy during a meeting of the board with stakeholders in Lagos on Tuesday. He said, "We are doing everything possible to ensure that violent and financial crimes are checked from inception. We will do this by evolving various strategies. For instance, very soon, the board will make it a key requirement that prospective directors of new firms seeking registration with CAC affix and submit two passport photographs of directors. At least, two of the directors of such a new firm will have to comply with this. "This will help the commission and security agencies to know who are behind the firms, in case such are linked with fraudulent practices or crimes, such as terrorism." He said the commission had been doing a lot in terms of making it an investment attracting agency, especially in line with the transformation agenda of the Federal Government. He also disclosed that the agency was already exploring the possibility of making offshore company registration a reality. For instance, Lawal said arrangements were already in top gear to have an office in London, which would be dedicated to registering new firms. He such with the London office, there would be no need for Nigerians abroad to come to Nigeria to register companies. According to him, the London office of CAC may have to serve as a hub for the whole of Europe, with plans to have such increase over time. Earlier during the meeting, stakeholders, including representatives of Chevron, Mobil, Nigerian Association of Chamber of Commerce, Industry, Mines and Agriculture and the Nigerian Bar Association, among other major organisations and multinational firms, had raised issues ranging from hitches in corporate operations, high charges levied on transactions and the difficulty encountered in getting some processes regularised with the commission. Lawal said the board was already undertaking a number of measures aimed at making registration easy.

SSS arrests operative's killers, others May 1st 2013, 23:33 The Department of State Security Service in Edo State on Wednesday, paraded two gangs of suspected kidnappers and armed robbers, including the killers of an SSS operative, who was killed in 2012 in Benin. Director of SSS in the state, Bello Bakori, while parading the suspects before Governor Adams Oshiomhole, described four of the suspected kidnappers– Moses Idoro (26), Daniel Fanike, Kenneth Obasosogie (34) and Elvis Saro, as dare-devil kidnappers, who, he said, had been terrorising the state since 2009. Bakori said one of the suspected armed robbers, Nnamdi Okpara, specialised in demobilising vehicles' trackers. He said, "They are members of the gang that killed a member of our staff and participated in the kidnapping of an NNPC employee and a former works commissioner. Since their arrest, kidnapping has gone down in Edo State."
